General Information About the Program

The State Program is a government initiative designed to support Azerbaijani youth in pursuing education at prestigious universities worldwide and to train highly qualified specialists for the country's future development.

Under the State Program, which covers the period from 2022 to 2028, Azerbaijani citizens are provided with opportunities to pursue bachelor’s, master’s, and doctoral degrees at foreign universities in priority fields of study.

A key benefit of the program is that, in addition to tuition fees, the state covers expenses such as living costs, medical insurance, visas, and international travel, in accordance with established regulations.

The goal of the State Program is not merely to facilitate study abroad for young people, but also to enable them to contribute to Azerbaijan’s scientific, economic, and social development by acquiring international experience, modern knowledge, and practical skills.

How Does the State Program Selection Process Work?

As ROOF Academy, we support students throughout the process.

1. University Admission - Applicants must secure admission to an eligible study program at a foreign university that meets the State Program's requirements.
2. Online Application - Applicants register through portal.edu.az during the announced application period and upload the required documents.
3. Document Review - Submitted documents, academic qualifications, and compliance with the eligibility criteria are reviewed.
4. Interview Stage - Eligible candidates are assessed on their subject knowledge, logical thinking, communication skills, and other relevant competencies. Certain exemptions may apply under the official regulations.
5. Final Selection and Funding - Successful candidates are selected based on the evaluation and competitive selection results. Their studies are supported in accordance with the applicable funding regulations and contractual conditions.
